Facebook decides how far a live video travels while it is still running: a broadcast that already has people watching is pushed into more feeds and notifications, and one that starts empty mostly stays that way. This service adds concurrent viewers for the length of your session, so the first minutes carry a number the feed will act on and real viewers arrive on top of them.
Be clear on what this is: viewers for the live session only. When the broadcast ends they leave, exactly as real live viewers do — nothing is added to the video's later view count or to your followers. Your page or profile must be public.
