That is a thumbnail and title problem, not a content one. YouTube is showing the video and viewers are declining it — which is the one part of the funnel you can change without touching the video itself.
They can, if they bring an audience that does not want the long videos. Shorts and long-form now share a channel score, so a Short that goes viral with the wrong viewers can weaken what the main feed shows next.
Enough that a new subscriber has something to watch next — around ten is the practical floor. Below that there is nothing for a session to continue into, which is what YouTube is optimising for.
